The
purpose of the Rock Creek project was to reduce upstream
flooding and to provide an adequate outlet for the
watershed area.
The
Rock Creek Conservancy District was established by the
landowners within the watershed to construct and
maintain the works of improvements within the district.
Construction began in
the spring of 1969, and the project was completed in
1975. The Rock Creek is the outlet for many lateral
tiles and open drains.
The District is managed by a board of five
directors, who are residents within the Rock Creek
watershed, and are acquainted with drainage matters.
The Board of Directors are: Robert Mautz
(Huntington Co.); Roger Irick (Huntington
Co.); Roger McAfee (Wells Co.); Mike
Schumm (Wells Co.); and Jeff Prible (Wells Co.).

Report of activities for 2010.
The Rock Creek Conservancy District (RCCD) performed a
variety of maintenance measures on the Rock Creek and
tributaries. Those items included replacing pipes
near Rockford, near CR 800 S and north of SR 218. An
accumulation of brush was removed from the Liberty
Center railroad trestle, and trees were removed from the
channel near CR 700 S, and upstream from CR 200 S. The
RCCD also partnered with the Wells Co. Highway
Department in replacing a pipe on the Mossburg Ditch at
CR 100 S. The annual spray program was completed on Unit
1 of the Rock Creek channel, from SR3 in Huntington
County south to CR100S in Wells County.
The RCCD Water Quality Monitoring Program that began in
1999 continued in 2010, but with a few changes. Due to
the consistency of the sampling results, the program was
reduced to 2 sampling events each year. The Water
Quality Coordinator and student volunteers collected stream
flow, sampled
for macro-invertebrates,
and
completed
habitat
assessment
evaluations
at
the 10 monitoring sites along the Rock Creek channel.

Easements and Right-of-Ways
The Rock
Creek Conservancy District has a permanent easement and
right-of-way of 75 to 125 feet each side of the Rock
Creek, measured from the center of the channel, and on
some of its tributaries. This easement and right-of-way
is for the purpose of construction and maintenance of
the works of improvement. Landowners retain full
possession and control of their land.
