          The purpose of the Rock Creek project was to reduce upstream flooding and to provide an adequate outlet for the watershed area.  The Rock Creek Conservancy District was established by the landowners within the watershed to construct and maintain the works of improvements within the district.  Construction began in the spring of 1969, and the project was completed in 1975.  The Rock Creek is the outlet for many lateral tiles and open drains.

          The District is managed by a board of five directors, who are residents within the Rock Creek watershed, and are acquainted with drainage matters.  The 2006 Board of Directors are:  Robert Mautz (Huntington Co.), Chairman; Roger Irick (Huntington Co.), Vice Chairman; Roger McAfee (Wells Co.); Mike Schumm (Wells Co.); and Jeff Prible (Wells Co.). 

 

 

 

 

Rock Creek Improvements

In 2007, the Rock Creek Conservancy District performed the following maintenance items.

     Logjams were removed at the railroad trestle near Liberty Center, north of CR 300 S, and at the Southern Wells Landfill location.  A stream bank stabilization project was performed in conjunction with the Wells County Surveyor’s office at the confluence of the Hupp drain.  Maintenance work was completed on the Mossburg Ditch, with the removal of fallen trees and the stabilization of the banks.  A new tile outlet pipe was installed at SR 124 between 400 W and 500 W.

     Spraying was performed on the Rock Creek channel starting at Hoosier Highway and continuing to the upper end of the channel. This was the third year of the three year rotation cycle of spraying 1/3 of the channel each year to control brush.   

     The RCCD water quality monitoring project continued to check for contaminants to the creek.  Sampling for macroinvertebrates, and the habitat evaluation has provided additional information for a full range of water quality indicators.  For more information on the water monitoring project, contact the RCCD office, or follow this link to the water monitoring newsletter. 

     Planned for 2008 is the removal of sandbars and replacement of pipes as needed, spraying the lower end of the channel, and removal of  log jams and downed trees. Easements and Right-of-Ways

             The Rock Creek Conservancy District has a permanent easement and right-of-way of 75 to 125 feet each side of the Rock Creek, measured from the center of the channel, and on some of its tributaries.  This easement and right-of-way is for the purpose of construction and maintenance of the works of improvement.  Landowners retain full possession and control of their land.
